The information society is a modern society which built on the information resource communication and using .Obviously ,to promote the information resource communication and using is important for the development of information society. Among many kinds of information transferred in information society, the government information is taken for the chief resource which relating to the society development.Government information is one of the strategical resources of country for its fine quantity and quality.After a long period being kept secret, the disclosure of government information makes it possible to adjust the information dissymmetry between government and other social entities,and to meet uers' insistent information need.But how to remove the understood obstacle of complex government information and how to dredge the channel of information sharing?These questions which deal with the government information organizing and service should be the important study field in the future.This paper focuses on the double attributes and antinomy of government information .From a new viewpoint,it describes the administrative behaviors of government and the information flow of society surrounding the goernment.And it brings forward that the lack of service is the causation for information dissymmetry.Then it analyses that during the process of government's reform to service government and in network environment what the government informationservice will be up against.By inducing our government's information service forms,using traditional information organizing technology and method and taking new information architecture ideas,it establishes "information infrastructure" to inherit and develop government information organizing theory.By investigating statutes * service idea* and patterns,it uses metrics and case study to research Chinese and oversea government portals ,and finds out the actuality.On this base,it opens out the principles which government will stand by,discusses how to realize the service mechanism and evaluate method.,analyses the service trend to individuation and content- orientation,forms the government service ideas match governmnet's requires.This paper includes introduction* three chapters and epilogue.In introduction it explains the meaning and the research thoughts.In 2 chapter,it defines the conception of government information in first section; discusses the government informaiton's attributes of resource, sharing and common property,puts forward the theme about democracy.In second section it analyses the information flow of social entities surrouding government, points out that the service is the key to share the information and explains the mistakes in service.In the third section,it discusses three phases in government information service and indicates the network surrounding is an opportunity and challenge.In 3 chapter,it considers that the intelligibility and usability is the essence of information organizing ,and brings forward the concept of "government information infrastructure".Then it analyses the traditional and electronic government information infrastructure made, the metadata* semantic description of government information .And it puts forward the innovation of government information based on information architecture in which the book IA and web IA are emphasized.Based on these ,it sets up the government information infrastructure system which leads to service. In 4 chapter,the service theory is important,and five principles are put forward.Then it discusses the management* charge and procedure mechanism to realize the service.As long as summarizing the service evaluation methods,it uses linking analysis to research government portals of Chinese city .And it points the trends of the service.Lastly writer indicates theachievement and problems.To sum up,the foundation of government service is proved to be necessary and feasible ,and there is still a long way to reach the destination.
