It even becomes one of the tokens that stand for the overall strength of the country. At present, modern logistics has become a new economic hotspot. Logistics is the headspring of the third profits, so how to scoop out the logistics potential, increase total society benefit and economy social resource is the important measure for enterprise to seek the cost advantage and the differential advantage .It is also the new strategy for enterprise to make further development. Modern logistics not only need to reduce the logistics cost but also need to satisfy the customers' diverse request. It is inevitable in the development of the times and it is also the mission that age gives to the logistics enterprises.Distribution center's function in modem commodity currency is very great. Through all management to the work such as transportation of the commodity, storage, load, convey, process, deliver, order form and information handle, distribution center can alleviate the labor intensity and reduce the damage of commodity, increase the stock velocity, accelerate the circulation of commodity, reduce the cost, increase satisfaction of the social demand and offer more choices to consumers.Establish multi-function distribution center in 3PL enterprise is the final develop direction of our logistics enterprises. In recent years, our enterprises' benefit decrease, and the scale shrinks, so they can't offer all-directions and low cost logistics service in a long time and also need to improve their logistics condition by themselves. With the advent of 3PL,it help to improve the condition of the enterprises logistics and decrease the cost, as a result, establishing distribution center in 3PL enterprise is the inevitable trend.As one node of logistics network, distribution center in 3PL enterprise also takes our interests gradually. The location of distribution center in 3 PL enterprise has a strategic position in the plan and design of distribution center. And it greatly influences the operation of the distribution center. For the sake of making its maximal economic benefit in modern business, what we want to deal with is how to locate the distributioncenter in 3PL enteiprise and its logical layout to reduce the total cost of logistics.This paper introduces the characteristics and definition of 3PL logistics and distribution center, and discuss some typical principle and methods of locating distribution center in detail. It brings forward the optimal methods of locating distribution center in 3PL enterprise by using Analytic Hierarchy Process and Fuzzy Appraisal. Distribution centers' site selection, involving numerous elements, is crucial to logistics planning. Traditional algorithm neglects some important qualitative considerations. This paper proposes a new site selection method, using BP artificial neural network, where the data derived from a fuzzy appraisal matrix is processed. The new method can make the site selection in an objective manner and avoid the bias brought up by traditional algorithm. Practical examples are cited in the paper to illustrate the process.
