Since the Eighteenth National Congress of the CPC,the CPC Central Committee,with Comrade Xi Jinping as its core,has attached great importance to the construction and development of the cadre contingent in the propaganda system.Governments at all levels have also placed the construction of the human resources contingent in the propaganda system in an important position.General Secretary Xi Jinping made a clear request to the propaganda cadres at the national propaganda conference in 2018."The propaganda and ideological cadres should constantly master new knowledge,familiarize themselves with new fields,broaden new horizons,enhance their abilities,strengthen their investigation and research,constantly strengthen their foot,eyes,brains and pen power,and strive to build a strong political team." A highly skilled,realistic and innovative propaganda and ideological team capable of winning battles." As an important cornerstone of the development of propaganda system,propaganda workers are related to the overall development of propaganda cause.Moreover,human resources have become the first resource for the development of the public sector and enterprises.Strengthening the construction of propaganda cadres and improving the quality of propaganda work are the focus of propaganda system work in the current period.At present,there is a lack of systematic,scientific and standardized management system in the construction of the cadre team of the publicity system in China,and the theoretical research on the human resource management of the publicity system is also very scarce.In this paper,human capital theory and incentive theory are used to study the human resource management of Qinhuangdao publicity system by literature research,interview and case study.Through the investigation of the current situation of human resource management in Qinhuangdao propaganda system,it is found that there are several problems,such as shortage of talents,cadres' confusion,lack of guarantee of salary,and backward informatization.By analyzing the reasons,this paper puts forward the corresponding optimization strategies of improving the system of talent in and out,establishing the system of cadre flow,optimizing the salary management system,speedingup the informatization construction and implementing the safeguard measures,so as to enhance the enthusiasm of the propaganda cadres and officers to start their own businesses,stimulate the vitality of the propaganda team,and further achieve the goal of improving the efficiency and quality of the propaganda work,so as to promote the propaganda department in Qinhuangdao and other regions Unified human resource management provides a practical paradigm.
