Wireless communication is sunrising industry of Daqing Petroleum Administration Bureau Telecom Company. As one of the main product of wireless communication, SCDMA has been the business growing point of Daqing Petroleum Administration Bureau Telecom Company. Developing SCDMA is not only in accordance with the requirement of rejuvenating Dongbei old industrial base to choose dominant industry, but also the requirement of developing succeeding industry in Daqing.There are 7 telecom operators in Daqing: Daqing CNC, Daqing Unicom, Daqing Mobile, Daqing Telecom, Daqing*, Daqing* and Daqing Petroleum Administration Bureau Telecom Company. With the opening and standardization of telecom market, confronting piercing competition and changing environment, SCDMA Branch has to reconsider its developing strategy in order to keep winning position in competition, to keep current superiority and to form new competitive advantage.By utilizing strategic analysis method of PEST, IFE, EFE, SWOT and Value Chain, the thesis analyzes in detail both external and internal environments in which the company operating. It brings forward competitive and developing strategy on the basis of applying theory to practice, the outcome of IFE and EFE and current situation of the company.To put the strategies into reality, it sets concrete strategic target and chooses perfect strategic practicing mode.
