China is a country which is short of water and it is ranked by the United Nations as one of the 13 countries that lack water. Lack of water has become one important limited factor that influenced our social economic sustainable development. Agriculture is a large member using water in our country. Agricultural irrigation in our country mainly adopted traditional irrigation method, which caused low efficient in using water and water waste. So, development in water-saving irrigation technology has become the most important thing. At present, some developed countries abroad had investigated much water-saving irrigational technology and diffused successfully, which got noticeable water-saving benefit. At the same time, they also carried out some advanced scientific water-saving administrative system and got better effect. Although our country had made much progress in technological innovation of water-saving agriculture, there are still some problems in water-saving irrigational technology and diffusion and many problems that prohibit the technological innovation of water-saving agriculture and diffusion must be solved quickly. Making a conclusion of some advanced technological innovation of water-saving agriculture both at home and abroad, this thesis, analyzed development situation of water-saving agriculture at home and abroad and described process and feature of technological innovation of water-saving agriculture. It used The equation of increasing rate to estimate the technological progress contribution rate of water-saving agriculture. From the estimation, we can find our country is low in technological progress contribution rate of water-saving agriculture. At the other hand, this made us realized there still has much development space for our country to make technological diffusion of water-saving agriculture. This thesis made a description about the basic concept of technological innovation of water-saving agriculture and diffusion and a discussion about feature of technological diffusion of water-saving agriculture, also created the model of technological diffusion of water-saving agriculture. At the same time, this thesis analyzed the influential factor of technological diffusion of water-saving agriculture. Using Gannan county of Heilongjiang province as a research background, it made spot check of farmers who adopted agricultural water-saving technology, using Logit model to make a statistical analysis and demonstrative research of the sample, and recognized the main factors that influenced farmers using water-saving technology. This thesis also used analytical hierarchy process to evaluate the main factors which influenced technological diffusion of water-saving agriculture and confirmed influential factors important sequence of technological diffusion of water-saving agriculture, including "natural environment", "social situation", "farmers themselves", "water-saving technology", "government act". According to these, this thesis pertinently proposed suggestion and measure about how to promote technological diffusion of water-saving agriculture.
