| County's economic is the foundation of national economy, is that the state power must use the firm foundation stone too. It is an important way of promoting the regional economy to develop in harmony to develop county's economy actively, developing good county's economy is supporting the development of rural economy. The 16th National Congress of Communist Party of China puts forward the goal of building the well-off society in an all-round way, realizes the well-off society, developing the countryside and increasing income of peasants is the key . The finance is a core of the modern economy, the rural finance forms the core of rural economy too. Under the present market economy condition, the function that the rural finance can't be ignored further in the rural economy is developed. On one hand, various kinds of that the rural financial institution of our country grants grant the loan, especially play an important role to the development of such all kinds of economic organizations as the state-owned enterprise , enterprise run by the local people , individual economy and peasant of the county ,etc., have given a powerful push to county's economy's development. On the other hand, according to financial market in the countryside, the supply of the rural loan but can't far meet county's economic development's needs. The development of county's economy is very large to the fund , demand for loan. Since began in 1998, the state-run four major commercial banks adjusted successively , did away with a hierarchical system to manage , the merger from the county and county, so far, have already dismissed from more than 30,000 branches the whole country progressively. In this case, having left the enormous vacuum in the land economy in the county, the rural credit cooperative is on the rural financial market, bear the main function of supporting agriculture naturally . But on the other hand, the rural credit cooperative is because of such reasons as history , system , political economic system ,etc., cause historical burden heavy, property right define getting clear question, restrain their from give play to the role of supporting agriculture in the mainstay. So, need to carry on the reform to the rural credit cooperative urgently. Countryside Credit Cooperative of our country to is it establish the cooperation in socialist collective ownership that stands up financial organization to become a shareholder according to voluntary and mutually beneficial principle, it is the financial institution engaged in monetary credit too, raise the rural monetary fund through the deposit , adjust the rural monetary supply and demand through the loan, regulate the rural economy structure, support the development of stability of the rural economy, become the most important component of our country's rural financial system, it is a mainstay of the rural finance at present too.
