To keep up with the integration with the global economy and meet the need of economic development of nation, investment and financing system in our country need to be thoroughly innovated. National Investment in infrastructure begins to de-dscalate, which will gain more subject of investment. With the development of economy for over twenty years, China increasingly attach importance to deal with the problem relating to agriculture or rural matters and begin to open up to the west country. Especially, after implementation of west development strategy, infrastructure needs large-scale investment, which result in lacking of funds for the government.Because the all banks in nation are in a dilemma between keeping low the financing risk and supporting economic construction, which put them in a adisadvantage position. On the other hand, making use of foreign capital has great risks and private financing is forbided to invest in infrastructure facilities. That is the reason why we have to make use of BOT model. BOT model can change this situation where only national finance can invest in infrastructure, and grant private financing to be used in construction of infrastructural facilities, which can not only solve the problem of scarcity of capital investment, but also bring agricultural enterprise new investment and financing conception and clear up the appearing barrier of going into infrastructural fields.Based on this, this paper, from the angle of agricultural enterprise, Commited to solving the problem of its investment and financing so far, study the feasibility of BOT model in it, including infrastructural demand for market in agriculture and agricultural enterprise, the laws and regulations about private funds to be used in capital investment, investment and financing policy which substain the agricuture and rural enconomy, and synthesic power of enterprise.
