COOPERATION IN NORTHEAST ASIAN: An Analysis On The Visual Angle Of The Theory Of Institution

With the cold war's end, regional cooperation has become a basicfeature of the whole world's innovation. Northeast Asian is one of the fewareas in which there are no rules and regimes. So improvement incooperation on economy, politics and security is adapt to the internationaltendency. So, neo-liberalism considers institution can provide outerenvironment ,reduce dissymmetry of information and the supervise nationalaction, by which international institution promotes cooperation.There are two main functions on International institution :The first isfunction of penalization to punish the nation who violate the internationalinstitution on purpose. The second is function of service to the nationsrefusing cooperation for suspicion other's violation. Therefore, cooperative situation is low. Generally, regional cooperation in northeast Asia has three features:Firstly, regional cooperation in northeast Asia depends on pure economycommunication and doesn't form institution. Secondly, cooperation has notform a steady system. International relations can not be constrained insteady organizational structure. Thirdly, there have differentiate forms ofcooperation, which complicated the situations in this region. The reasons for this situation mainly are: Firstly, in economy, differentnations'economical strength have huge gap. Secondly, in politics , nationshas different social regimes. Thirdly, in security, northeast Asia is a coreregion where powerful nations contrast and compete .Nations in this regionhave doubt for each other for history and divergence of national interests. Part three: cooperation by institution in northeast Asia. Cooperation by institution is consistent with long-term interest of thenations in northeast Asia. But present conditions on economy and politics innortheast Asia make cooperation process rather uncertain. This part willanalyze the resistance and impetus systematization .
