As an important part of government institutions and the subject of national taxation,the state taxation department plays an important role in the development of public and social economy in China.The taxation function of the state tax department is directly related to the national economy and the people's livelihood.The government administration is in the stage of functional transformation and system reform,and the staff of the tax department accounts for about 10% of the national civil servants.How to strengthen the internal management,improve the government management level and improve the government management mode has become the key problem that the public sector needs to solve.General layout in 2014,the state administration of taxation,the implementation of performance management "three steps" strategy,to speed up the building of an effective performance management mode,the formation of modern tax management system,to improve the work efficiency of the taxation authority,enhance the level of tax collection and administration,and realize the strategic target of modernization of tax.It is of great significance to promote the performance management system of the grass-roots tax authorities in China to improve its performance management system.Based on the review and summarize the basis of performance management and performance evaluation related literature at home and abroad using key performance indicators(kpis)and balanced scorecard theory and tools(methods),with the examples of J city S district irs analyzed J city S district irs situation and existing problems of performance appraisal;Is proposed based on the balanced scorecard of J city S district irs tax reform and management,management of cadres and the cultivation of clean government,collection efficiency and standardize management and performance evaluation of tax payment service quality indicators,and further puts forward the implementation of J city S area of performance assessment system of the irs related policy Suggestions.The first chapter is the introduction,this chapter mainly introduces the research background and research significance,and then review and summarize performance management and performance evaluation at home and abroad on the basis of related literature,finally elaborated the paper research framework and of innovation.The second chapter presents the theoretical basis for grassroots taxation organ performance management,this chapter describes the concept of performance and performance management,and then introduces the enterprise in the concrete implementation steps of performance management system,the final out from various angles the performance management system of the taxation authority at the grass-roots level are introduced.The third chapter is the status quo and problem analysis of the performance appraisal in the S district of J.This chapter in J city S district,for example,this paper J city S area with an overview of the internal revenue service,department,set up and responsibility,and performance management status quo of J city S district irs,find J city S district irs performance management problems that exist in the process.In chapter 4,the optimization study of the performance appraisal system of the internal revenue service of the S district of J city,this chapter first analyzes the internal and external conditions of the application of the balanced scorecard method in J city S district.Combination of J city S district irs business development targets,this paper useed the balanced scorecard method and the method of key indicators,the J city S district irs strategic development goals into tax reform and management,cadre management and the cultivation of clean government,service quality management and tax collection efficiency and standard four parts,and the relevant principles of evaluation indexes and evaluation standards for details and instructions.The fifth chapter puts forward relevant implementation safeguard measures and Suggestions according to the performance appraisal system of the internal revenue service of J city S district based on balanced scorecard.The sixth chapter is the conclusion of this paper.
