The state-owned prospective design enterprises, initially belonged to various administrative departments, have been transformed from public service units in which unadvanced management concept and rigescent human resource system existed under the management mode of administrative departments. Before reform and opening policy, the planning economic system determined that these enterprises were managed by various upper administrative units without management by an industry. With the deepening of national economic structure reform, the state-owned prospective design enterprises have undergone the development phase of restructuring and reshaping. Although many of them have established modern enterprise system, the integrated management level is still low with poor market competitive competence. Under the background of China's WTO accession as well as the globalization and integration of international economy, they will face more fierce competition.state-owned prospective design enterprises are knowledge-based in which the knowledge are the most important resource in them. It's the basis of carrying out other management activities to perfect the human resource management and development. In domestic engineering consultancy industry, promoting the concept of human resource as the first resource and human-based opinion, establishing incentive mechanism as well as forming favorable circumstance for 'attracting, keeping and fostering talents' are keys to improve the core competitiveness of these units.In this article, we deeply anatomize the management in state-owned prospective design enterprises from human resource aspect by means of demonstration study with the help of the management science and the theory of human resource development and management.
