| The assessment of the achievements and efficiency of civil servants is animportant part of the civil servant management, still important procedure of thepersonnel administration. It is a vital way in discovering and promotingoutstanding persons who are capable of administarial management. In Oct 1987,on the thirteenth national conference of CPC, the report promulgated clearlythat a civil servant system would be established and developed in China. Bynow, ten years has passed. The civil servant system has being seen constantlyperfecting, and the assessment of the achievements and efficiency of civilservants, which is the central point of the civil servants system, has beengradually taking a normative, scientific, legitimized road. But there are stillproblems about, such as formalization of assessment, attaching more attentionto qualitative assessment instead of quantitative assessment, neglecting thefeedback of the assessment information, misuse of the result of the assessment.These problems encumber the function of the assessment to encourage people,also harm the fairness and rationality of the assessment. My research on theassessment embodies the idea, which takes human as the first consideration,and the theory of management of the achievements and efficiency, bases on themodern management theory, man-power resource deploitation theory, andmodern achievements and efficiency management theory. It has surveyed thepersonnel assessment idea of ancient China, and the practices taken by the CPCin examining its cadre in war times. It also analyses in detail the currentsituation and the problems remained of the assessment, points out the causes ofthe problems.
