With the continuous development and progress of today's society,the assessment of civil servants has increasingly become an important task in the work of the government.For the government departments,non-leading civil servants are just like the screws of a huge machine,and they become the direct link between the government and the masses.Justice effectiveness evaluation of non-leadership duty officials,can make the effect of carrying out the policy more optimization,to enhance public recognition to better improve the image of the government,so the evaluation of non-leadership duty officials guidance,evaluation,motivation,supervision,etc.If you can be powerful,precise and effective right has the extremely important significance.Based on the comprehensive understanding of the research results of domestic and foreign experts and scholars on the civil servant assessment system and other related issues,and combined with the actual work experience,this paper studies,analyzes and summarizes the current situation of the assessment of non-leading civil servants in W district,L city by means of methods such as literature review and investigation.This paper summarizes the basic situation of the composition of civil servants with non-leading positions in W district of L city from the aspects of the current situation of the civil servants,the structure of the proportion of men and women,the age structure and the knowledge structure.This paper summarizes the assessment system of civil servants with non-leading positions in W district,L city from the aspects of assessment contents and standards,assessment methods and procedures,assessment results and application.It is pointed out that there are five main problems in the assessment of non-leading civil servants in W district,L city,which are the unfairness of the assessment process,the unscientific development of assessment indicators,the unstandardized assessment procedures,the unreasonableness of assessment methods and the untimely and effective application of assessment results.The paper also analyzes the causes of the problems in the assessment,including the misunderstanding of the assessment concept,the deficiency of the construction of law and rule of law,the lack of the quality of the assessment subject and the passive participation of the assessment object.On the basis of referring to relevant theories at home and abroad,this paper summarizes the experience and methods of perfecting the assessment system,perfecting the assessment index,paying attention to the assessment at ordinary times and strengthening the assessment and supervision,and puts forward four Suggestions and countermeasures.Second,the establishment of a scientific and standardized assessment model;Thirdly,diversified assessment methods;Fourth,the timely and effective application of assessment results.Through the above Suggestions and countermeasures,the assessment effect of non-leading civil servants can be optimized,so as to improve the service awareness and professional quality of non-leading civil servants in practice.Stimulate their initiative and creativity in their work;To achieve the strategic goal of government administration by law and the common vision of efficient non-corrupt.As the main force in government work,non-leading civil servants are the indispensable solid force for the normal operation of government work.This paper puts forward improvement measures and Suggestions for the assessment of non-leading civil servants in W district,L city,so as to make a certain contribution to the development of civil servants in W district,L city.
