The Positive Study Of Cement Industrial Regulation In China

Cement is one of the most important architectural material. China has become the largest quantity cement production state in the world from 1980's. However our country cement industry has been in a state big but not strong, structural contradiction is very prominent. First, this article tries to find the reasons why there are high costs, low efficient and overdue competitions in our cement industry, by analyzing the scale structure and technical structure. Though our country has made some cement structure regulation policy, but because of its posterity, it is difficult to realize its expected utility. It has not give birth to good effort until 21 century. This article, by industrial policy theory, public administration and public economics accompanied with some ideas of game theory, makes a further analysis on the factors about the efficiency of industrial policy, to discover the reasons about policy failure. The efforts of industry regulation depend on multiple players game, relying on multiple factors. To be followed, by mathematical method, including liner regression analysis, the writer tries to make a predication about the development of cement mdustry, then, make a conclusion that the cement structure regulation is necessary and available. Though both JiangXi province and ZheJiang province were at the same level in 1980's, now have different cement industry structure. By analyzing the reasons why they come to this difference, the writer want to find some enlightenments on how government can make an effective policy, and catch the opportunity to exert industrial policy's guidance in front of the new industrial regulation.
