Modern fisheries industry can keep on the development request to realize the best collection of the resources, attaining the ecosystem's balance with the environmental protection. Being used as a performance for to biomass dependence, the innovation system of fisheries science and technology must in consideration of sustainable fisheries industry development. For long time, the target of people' s pursuing is products yield or economic efficiency. They neglect the society and ecosystem performance, even breakage environment proceeding which can' t be conversed.The theories and methods of government-function theory (public economics), Yujiro Hayami and Vernon W . Ruttan's induced technological innovation theory are be used in the thesis. The thesis not only distinguishes fisheries science and technology innovation with industry technology innovation, analyzing fisheries technology innovation system's internal construction carefully, but also evaluates the development of fisheries science and technology innovation system of Zhejiang province, specially to current innovation system and the new innovation system.
