Study Of Learning Government's Meaning And Analysis Of Its Strategy

The knowledge economy is not only exerting an immense impact on the society, but also raising new demands on the traditional administration mode. Therefore, only by unceasing learning, accommodating, reconstructing and innovating by itself, government could adopt to the changing society.As a new management mode in the 21-century, the learning organization theory, which has been getting great success, is catching attention of our government due to its more rapidly and best competing advantage than others. In the report at the 16th National Congress of the Chinese Communist Party, creating the learning society was defined as one of its improving strategy aims. So, a surge of reconstructing learning-type society and government is lifting around the country. Since the government organization is different from the enterprises due to its particularity, there is little research on the learning organization theory applied in government.Considering the above fact, this paper tries to propose the theorical frame of reconstructing really meaning learning government by researching and discussing it theorically and practically. Therefore, this paper firstly describes the learning organization theory simply, then gives its meaning and evaluating index, and also discusses the necessity of constructing learning government in two aspects: the defects of traditional bureaucrat institutions and problems derived from the process of our administration management. At last, due to itself particularity of government organization, this paper proves that government organization could learn very well originated from these facts: western scholars discussion and successful experiences of Singapore and Chinese governments—the last has reformed and opened for near 25 years. Furthermore, this paper puts forward the strategy how to construct learning government in China.
