From perspectives of political culture and administrative culture and on the basis of the relationship between government and the public, the paper analyzed polycentric governance needs what social capitals using the analytical tool of social capital. Polycentric Governance is one of aims of China's government reform, which means both government and society take on public function together. In China, however, society is too weak to take on the public function that is exported from government. It is not enough that we study governance reform only form the perspective of government. We should know how the public's social and political attitude, their political psychology, their action ability and organizational network work on polycentric governance, In addition, the author analyzed how the social capital develops which supports polycentric governance in China.Through empirical research of questionnaire survey and case interview we explored practical situation on social capital that supports polycentric governance in China. The results demonstrated that the public trust placed in government mostly is rested on the level of the special trust and the general trust is lacking. The public separated emotion is increasing. The public seldom participates in the public affair. Autonomic network is very weak. Further more, this paper explored deeply the relationship between social capital and good-governance and pointed out that lacking of social capital will result in government fail.
