Research On Social Organizations Participating In Community Governance From The Perspective Of Social Capital

Improving social governance capabilities and governance levels is an important issue for China's social development in the new era.In particular,the 19th National Congress of the Communist Party of China proposed to strengthen the community governance system,promote the downward shift of the focus of social governance to the grassroots level,and play the role of social organization to achieve government governance.With benign interactions with social regulation and residents' autonomy,the role of the community is becoming increasingly important.How to give play to the role of social organizations in community governance and create a social governance structure of co-building,co-governance and sharing.This article takes the practice of social organization of C community in S city as the research object,uses social capital theory and collaborative governance theory as the theoretical basis,and adopts literature Research methods,in-depth interviews and case studies are used for analysis and research.This research follows the analysis framework of "the logic of social organizations participating in community governance-facing internal and external dilemmas-analysis of causes-countermeasure suggestions".First,it analyzes and integrates social organizations,community governance,and social organization participation in community governance.Starting from the social trust theory of social trust,citizen participation network,and the three-dimensionality of reciprocity norms,construct the behavior logic of social organizations participating in community governance in the new era,including trust construction between the government and social organizations,trust construction between social organizations and residents,and social organizations The horizontal network construction and absorption of social elites and residents,the government's policy norms for social organizations to participate in community governance and the establishment of social organizations' internal reciprocity norms.On this basis,the case analysis of the two-way trust dilemma faced by social organizations in community governance,the dilemma of community network construction,and the establishment of reciprocity norms are combined to analyze the reasons for the system,mechanism,culture,and social organization's own development,and finally to stimulate the society.Organizational participation motivation,optimizing the development environment of social organizations,strengthening cooperation between the main bodies,and improving the capabilities of social organizations put forward targeted solutionsWith the support of sufficient social capital in the community,social organizations can effectively participate in the needs of community governance,give full play to the advantages of collaborative governance by government and society,and promote the realization of shared governance.
