The Evaluation Of The Ecological Benefits And Social Benefits Of Forest

Human-being always concentrates on the problem of environment and development, and forest is the key and tache to environment and development. For long time, people have only stressed on economic benefits of the three benefits of forest (economic benefits,social benefits,ecological benefits),ignored the other two benefits of forest,which resulted in excessive fell of the resource of forest and the deterioration of environment. This paper mainly studied ecological benefits and social benefits of forest,aiming at the real situation of forest of China,taking the common used pricing method and principle home and abroad as reference,worked out the pricing method and principle of the resource of forest,and built a set of evaluation mechanism of ecological benefits and social benefits of forest,which can perform the quantification research of ecological benefits and social benefits of forest, establish the compensation mechanism of forest . The forest information of fujian province have been chosen as study object in the paper, the forest information of fujian province obtained through the field trips and literature review, econometrics and the evaluation method of ecological benefits and social benefits of forest are adopted to quantify ecological benefits and social benefits of forest in fujian province. The result of analysis indicates the value of ecological benefits and social benefits of forest in fujian province is great, realizing sustainable development of forest in fujian province needs to establish the compensation mechanism of ecological benefits and social benefits of forest and repaid the enjoyment of ecological benefits and social benefits of forest. Because of external effect of forest economy, government should build forest compensation founds by tax, allowance and financial allocation in order to make compensation of value for ecological benefits and social benefits of forest, which will ensure forest can support the development of economy and realize the sustainable development of forest, environment and economy. The idea of the paper: First, the existed evaluation mechanism of ecological benefits and social benefits of forest has been disserted systemically and studied deeply. Second, through the study and analysis of literature existed, attempts to build up the evaluation mechanism of ecological benefits and social benefits of forest to quantify ecological benefit sand social benefits of forest. Quantification is mainly discussed in three aspects: 1. The application of the methods of book keeping, 2.Apply the compensation theory of ecological benefits and social benefits of forest to account, 3.The method of statistical account accounting. With the help of these methods, build up the evaluation mechanism of ecological benefits and social benefits of forest. Third, the build-up mechanism has been applied to quantify ecological benefits and social benefits of forest in fujian province, which will provide the basis of decision-making for the establishment and execution of the compensation mechanism of ecological benefits and social benefits of forest. Fourth, bring the evaluation of ecological benefits and social benefits of forest into national economic accounting, realizing the green GDP accounting, which will provide the basis for economic policy-making of our country, then implement the harmonious development among forest, environment, and economy.
