How to develop the Third Sector is an important theoretical problem. In the practice of the reform of administration, the bound between the government and the society needs to be settled down urgently. The developing course of Third Sector in China is different from that of West Country in many aspects, such as the general mode, the social base and the motive force of development. In general, there exists different characteristic in the developing course of Third Sector in China, which affects the integrated function of Third Sector. As to the developing trend of Third Sector in China, the author thinks that the motivity to set up Third Section must be is mainly from the government, subsidiary to the society in China, and the act of the government must fade away step by step. But, at presently, the government should cultivate the civil society actively, brisk market of public service, reform the NGOs that have been set up by the government. Also, the government must equally treat the NGOs from the society, supervise and induct them.
