The score-based selection system regarding section-level cadres is a bold and innovative attempt. Over the past few years, the scored-based system is not only used as a business tool for customer management, but also used as a tool for staff management. Staff could be effectively inspired as the system is linked to salary, promotion, welfare, etc. Also, with the deepening of economic reforms, public affairs are becoming much more complicated. In the meantime, with the development of management technologies, the management concept of our public department is changing. As we can see, scored-based system is adopted in school admission, property registration and some other public affair.In order to inspiring the section-level cadres as well as improving the efficiency of selection, Xiamen Maritime Safety Administration has found the problems of the existing mechanism. Because of that, we further explores score-based selection system for section-level cadres. To be concrete, the system is divided into two parts:law enforcement division and party administrative service division. At first, an account would be assigned to each staff for scoring and the evaluation is based on the specific rules. Then the evaluation result shall be used as a main basis for cadres selection. This practice is an integration of public management theory and also an act of fairness and justice which would be beneficial for Xiamen Maritime Safety Administration to improve the credibility and scientifically.
