The Quality Management Study On Implementing The "One Report And Two Comments" Project In The 2019 Section-level Officials' Selection And Appointment In A City

"One Report and Two Comments" is an important functional work of the organization department of the CPC central committee to supervise all aspects and the whole process of local and unit party committees(leading party groups),to strictly regulate the policies,procedures and standards of officials selection and appointment.It is an important means to evaluate the quality of the selection and appointment of officials and to solve the weak links and prominent problems in the selection and appointment of officials.It is of great theoretical and practical significance to ensure the selection of good officials for the people and serve the overall situation of social development.For scientific,standardized,high quality good implementation of the department work deployment,"One Report and Two Comments" places and units at all levels Party committees(leading party groups)from the point of application,the results using,such as process management perspective has carried out many beneficial practice to explore,get a lot of productive practice experience,formed the abundant theoretical achievements,but the distance of the CPC central committee in the matter of officials selection and appointment request,there is still a large gap still need local and unit Party committees(leading party groups)to carry on the multiple points of view of theory exploration and practice,in-depth exploration.This thesis mainly based on the theory of project management point of view,select the "One Report and Two Comments" project in the 2019 section-level officials' selection and appointment in a city as the research object,based on the decomposition of the work structure of the "One Report and Two Comments" project in 2019 according to the deliverables,and the evaluation of the implementation effect of the "One Report and Two Comments" project in A city in 2018,the project management PDCA technology analysis tool is used to analyze and evaluate the impact factors of project quality from five aspects: system elements,personnel elements,data elements,rectification elements and supervision elements.The results show that the intensity of supervision,the intensity of rectification,the implementation of the system and the rectification plan are the four key factors influencing the quality of the "One Report and Two Comments" project for the 2019 section-level officials' selection and appointment in A city.Thesis finally by strengthening consciousness of policies and regulations,standardize the behavior of choose and employ persons,perfecting the supervisory system and mechanism in three aspects,puts forward some countermeasures to optimize the 2018 "One Report and Two Comments" project quality management problems in A city.Aiming at the key elements of A city "One Report and Two Comments" project quality in 2019,from optimizing the structure of appraisal organization and appraisal index system,strengthening the management of project implementation process,improve the review process and so on seven aspects put forward the policy suggestions.Looking forward to the results of this thesis research can be mass transfer efficiency to provide targeted practice guidance the "One Report and Two Comments" project in the 2019 section-level officials' selection and appointment in A city,to provide useful experience for the implementation of similar projects of the local and unit Party committees(leading party groups)at all levels,at the same time,it can also enrich and expand the theoretical research of officials selection and appointment supervision in China.
