A Research On The Competency Models Of CCP Cadres And Political Leaders At Township Section Levels Of Ningbo

Chinese party and state have always attached great importance to the building of the contingent of cadres. In the past, the method of managing party and government cadres was too simple and not scientific enough, which lasted a long time just using some exams to assess their capabilities for the positions. Now, this has already become a thing of the past, the latest developed Competency Model is an effective method of management of party and government cadres. The Competency Model targeted at specific groups provides important scientific basis for the selection, training, promotion and assessment of party and government cadres.Chinese party and government cadres are mostly involved in the implementation of specific policies and are closely related to the interests of the masses. This paper is an attempt to explore the competent characteristics of the party and government cadres at basic levels. Thus it can offer some methodological and theoretic references to the promotion, assessment and training of rural party and government cadres.Ningbo City, as the leader of economic reform, is one of the most advanced regions. The party and government cadres of Ningbo city, especially the ones at basic levels, are sure to have many quality and capabilities for others to learn. Therefore, through exploring the competency model of rural party and government cadres in Ningbo City, the paper not only provides scientific theoretical basis for the building of party and government cadres in rural sections of Ningbo City but also is a good paradigm and example to the building of staffs in other regions.With literature search and a large number of interviews, the study searched out all the competency characteristics reflected from the behaviors of outstanding party and government cadres of Ningbo City by coding the interview materials, 37 in total. Among these, there are 21 important psychological characteristics and 16 core competency elements, which compose the self-complied questionnaire for competency characteristics of township-level cadres in Ningbo City. With the retaken data, by testing 700 cadres at township levels for two times in Ningbo City Committee, Xiangshan County and Zhenhai county, the study finally built up the Competency Model of Ningbo City through kinds of analyses, such as exploratory factor analysis, confirmatory factor analysis, analysis of variance and other statistical methods.
