Sichuan and Chongqing lie in combining department of Middle and Western part of China., which is the Growth Pole of economic development of the western region. The quality of development of area of Chongqing and Sichuan concerns the success or failure of the policy of central Western Development directly. which is also the an important ring of Harmony Regional Development. The natural resources in Chongqing and Sichuan are more abundant, and industry thrives also. Sichuan and Chongqing had set up strong industrial foundation in the "Three-front Construction"and anti-Japanese war period. After decades of development, these industries have already begun to take shape, such as the automobile and motorcycle trade of Chongqing, photoelectron trade of Sichuan, etc. These trades occupy the position of the absolute predominance in the economy of two places. But the industry predominance of Sichuan and Chongqing is not prominent in the whole country, which is not matched with due position of area of Chongqing and Sichuan. The paper discourses upon the following aspects. First, from the point of history and locality of tow cities, and history in the area of Chongqing and Sichuan is long standing and well established. The two cites unit and separate for several times and share the similar culture and customs. Which have the same boundary. Secondly, the paper proves the necessity and possibility of Sichuan-Chongqing Circle forming from the point of the comparative advantage and competitive advantage theory mainly. Finally, the empirical analysis. Studies have shown that there is a little similarity and much complementary in industry structure of Chongqing and Sichuan, which make two areas have their own advantage; The technological progress of the industry trades develop faster that have the resource advantage and marketing demand, which accelerate the forming of Sichuan-Chongqing Circle. However, this kind of situation is changing, more and more " new developing industry " were being in pursue of by Sichuan and Chongqing. Which is unfavorable to Chongqing-Sichuan Circle forming, and also is disadvantage to the development of Chongqing and Sichuan. Sichuan and Chongqing should show their local comparative advantages, take technological progress as the thread, base on resource advantage, make best use of their already existing industrial foundation, built the Sichuan-Chongqing as the growth pole of the Western China.
