The Japanese ODA is important policy and economy section. It is relevant with civil economy development. The economy is trend to unification after competition between socialistic state and capitalistic state finished. In order to maintain economical power station and realize political power dream. Japan has made some effort. It has reflected change of ODA. Japan offered ODA to China in Dec, 1979. Since then, Japan is the country which offers the most ODA to China. Japanese ODA is beneficial to Chinese social development and people life condition perfect. Since 1979, viewpoint of ODA Japan to China included: helping China modern and reform opening; progressing relationship of policy and economy between China and Japan; at the same time, compensation war reparation to China. Relationship of China and Japan is made of policy. economy , safety and culture. During past years, the priority and important station of four fields are changing. It affected each other. The contact of four fields is more and more closing. Variation of any field will affect relationship of China and Japan. ODA is collaboration outwards. But it is relevant with policy and diplomacy.
