As our step towards well-off-in-all-rounds society is accelerating, the development of China's public welfare is facing numerous opportunities and challenges. Since China's opening-up to the world some 20 years ago, the comprehensive national power has been largely strengthened, which laid a solid material foundation for the full development of public welfare. However, as a number of shortages still remain in the administration system and mechanism of our public welfare, how to accelerate its reform and development is still worth of serious investigation.This article explores several operating models of public welfare. First of all, the article defines the public welfare in a relatively precise way, illustrates its characteristics and categorizations and briefly summarizes the implication of its market-oriented operation.Second, it presents the current situation of China's public welfare development and the existing challenges.Third, it chooses the optimal path for the development of the market-oriented public welfare by combining the advanced foreign experience with China's actual needs; it identifies the main factors affecting the degree of market-orientation; and it scientifically evaluates the current situation of China's public welfare development and points out the direction for its future reforms.Finally, it briefly introduces the successful experience of public welfare reform in the city of Suzhou, China.The main focuses of this article is to bring in the advanced theories and opinions of the market-oriented operation of public welfare, improve the quality and efficiency of public goods and services, and facilitate the development of public welfare and the corresponding supervision and evaluation mechanism, with the aim to contribute valuable knowledge and skills to the structuring of China's socialist harmonious society.
