Research On The Construction Of Service-oriented Policing Of Suzhou Public Security Bureau

The questions how to construct service-oriented government department system with high efficiency and deepen the service function of administrative departments have always been the focus by different scholars in the past few years. Moreover, the public security organ, as the special department to guarantee people’s lives and safety and maintain social harmony and stability, needs to apply the idea of serving the people thoroughly and continuously. Therefore, the challenge for the public security organ is how to better play its service function, which has been the heated topic in the theoretical and academic fields all the time.Since new China was founded, the public security organ has gradually established the core idea of serving the people. In addition, in order to comply with the nowadays times requirement of socialism with Chinese characteristics, the public service function of the public security organ has always been groping forward and developing. However, considering the actual situation, the effects are not quite satisfying as expected, especially compared to some countries and areas which have a mature development in the same idea. The reasons can be mainly concluded as the gaps in laws, the shortcomings in system, insufficient power and limited channel in the spread of ideas and problems in staff construction. As a result, there is an urgent need to have a breakthrough in the above aspects, so that the stable and reasonable public service system of public security organ can be constructed. In terms of China’s special historical background and present status, only when the public service framework of public security organ with Chinese characteristics were constructed and suitable for China’s actual situation, which would be able to lay a sound and stable social foundation and play an active role in social and economical development, cultural promotion, harmonious society construction.In recent years, Suzhou Public Security Bureau, based on its own status of economy, society and policing work, regarding “To satisfy the people” as the motto for various policing affairs, has made bold attempts and active operations on serviceoriented policing construction. This thesis starts with various segments(such as: decision-making, operation, evaluation and innovation) and analyzes towards detailed work during service-oriented policing construction by Suzhou Public Security Bureau, especially makes an exhaustive elaboration on “creative policing” and other successful experience in Suzhou. What’s more, this thesis dissects the difficulties and obstacles that Suzhou Public Security Bureau is facing in the service-oriented policing construction. As a matter of fact, there exist a large number of problems in public security function orientation, police resource guarantee, police quality promotion, encouragement system improvement and social power integration, which need to be solved immediately. Fortunately, Suzhou Public Security Bureau has self-awareness at work all the time, transforms actively in order to keep pace with the development requirements proposed by the times and has already made targeted correction and improvements by steps.Suzhou Public Security Bureau has definitely made excellent achievements on service-oriented policing construction, however, there is a more tough way to move forward. By means of making experience conclusions and thorough researches on service-oriented policing construction by Suzhou Public Security Bureau, this thesis aims to provide some suggestions, which are meager but still can be taken as reference for Chinese public security organ, especially in the reform and development of service-oriented policing mode under present national and social conditions.
