Studying Of Non-government Organization In The Vision Of Government Organization Reform

In a sense, Non-government organization is a newly developed thing based on the mode of limited government. It is the production of reform in Government organization. Reform in government organization and NGO's development are a kind of inter-dynamic relation. On one hand, the reform of government organization has offered the space of survival and development for NGO. The NGO has taken over some functions of the government, making the NGO " having things to do ". At the same time, the reform of governing the state according to law has offered legal support for existence of the NGO too; On the other hand, the growth of the NGO is promoting the reform of government organization either. Our government failed to break away from the strange circle of "Inflation -Simplify -Expand again -Simplify again" in all previous organization reforms. A very important reason is that the function which the government shifts out has not found corresponding accepting side. The government has to regain these functions shifted out again, thus makes the organization that has already simplified expand once again. Development of NGO turns itself as this accepting side, which makes it possible that government functions can shift. The development of the NGO can also offer more vacancies, lightening the pressure of personnel shunt in government reform, improving the supply efficiency of public goods and public service, meeting the social demands, restricting government's power and perfecting the social security system etc. It is right because NGO's development has important meaning to promoting the reform of government organization, accelerating the development of NGO becomes task of top priority in our country. NGO's development in our country has two kinds of ways, one is from top to the bottom and the other is from bottom to the top. It is key point that deepening the understanding in accelerating the development of NGO, fostering the idea of developing the NGO; the difficult point is to play the role of government, optimizing the external environment condition of NGO's development; the important point is to strengthen self-building of government, improving the ability of the NGO and common credit of them.
