Public departments and private departments are two kinds of social organizations with completely different nature. In recent years, the change taking the operation systems of these two kinds of organizations as content was not disconnected . The incentive system of the personnel is regarded as an important respect of organizing the management system, going through the constant innovation too. But during this long-drawn-out change, it is improved that the private department always walk in the front area.This text starts with the origin to analyze motivational theory, then introductes the foundation of encouraging theory systematically. Regarding the theory as the foundation , has expanded and analyzed the efficiency and the basic form of the personnel encourage, offered the substantial theoretical foundation for completion of the full text.Chapter two regard manpower capital property right as the centre , starting with the analyese of the formulation of the capital theory of manpower , drawing that the personnel incentive mechanism manpower capital was the most effective means. Then carried on systematic analysis to the manpower capital property right of public department and private department, relatively establishing the theoretical foundation for the compration of the personnel incentive mechanisms of the two departmentsChapter three introduces the personnel incentive mechanism of public department and private department of our country concretely, then carrying on systematically comparative analysis, explaining the generality and difference of the two kinds of sector.The last chapter origins from analyzing the diffculty that public department drawing lessons from private department personnel predicament incentive system facing with, then carrying on some items to improve the personnel incentive system of the public department of our country.
