The Government Functions In The Development Of Non-Profit Organizations In China

The non-profit organization (NPO), which is called "the third kind of department of the society", has been well developed in the west, but still in its elementary period in China. The NPO in China has a unique "official and non-official dual property", which is not perfect in such aspects as organization structure, financial status, personnel composition and functions. Through analysis, it is not hard to find that the development of NPO in China depends on government in a big extent, and the co-operation between them is a typical affiliation relationship.As a typical NPO, China Youth Development Foundation (CYDF) brings forward its famous-brand commonweal activity, namely, "Project Hope", is well known to us all. By analyzing the five successful practices of "Project Hope", such as brand strategy, development strategy, finance strategy, image strategy, innovation strategy, the paper tries to clarify that the government plays a very important role in the development course of the NPO in China. At the same time, due to the limited power of self-determination, lack of supervisory, lack of integrity in organization system, the government seriously restricts the development of NPO.How to control various restricting power and fully distribute the government's positive functions to the development of the NPO? The paper bring forwards five policy suggestions: 1, at the aspect of organization property, the government should shift its role and functions, fully distribute its property of "non-official" and "commonality" so as to distribute a bigger effect. 2, at the legal aspect, the government should confirm the status of the NPO by law, and make a series of relative policies. 3, at the allowance and finance aspect, the government should strengthen it supports, adapt to the market economy development through government stocking and commission. 4, at the revenue policy aspect, the government should quicken the pace of constructing the revenue system; clarify the revenue decrease and release conditions and area. 5, at the duty supervision aspect, the government should adopt administrative supervision, public opinion supervision, and industry supervision etc. measures, strengthen the supervision of the NPO.
