For illustrating the background, process, and factual result, the thesisanalyses why A City′s household registering system reform fail in the courseof urbanization. In order to explore the real reason of the failure, the thesisstudies deeply towards the procedure of policy decision-making andimplementation, furnishes the related suggestions about policy-making,according to the Public Choice Theory and Bounded Rationality Theory, afterinvestigation and practical analysis.The thesis concludes that the reform failure occurred in the course ofimplementation. During the period of public choice, the government needs toconsider the different benefits of different interest groups. At the same time,the behavior and motivation as rational "Economic Men" and the constraint ofrationality made the government more considered self interest. Thegovernment lack demonstration of the feasibility of the policy, ignoredsustainable conditions of the city public resources and lack enoughexpectation with the policy results. Thus, the possibility of the deviationwould promoted. The government made a hasty decision, while submitting toits superior′will simply and catering to the needs of the interest groups suchas real estate agencies.Under such circumstances, these factors lead to thedistortion of the policy which was laid down by the government.In the course of implementation, the behavior of the relative groupssuch as educational and traffic organizations and the citizens pursued theirown interests. These behaviors of "Economic Man" caused the conflict withresources shortage which resulted from policy implementation. The resistancefrom the groups was the basic reason of the reform failure. At last, theinteraction between the government and the groups resulted in the suspensionof the household registering reform policy.The thesis proposes that the government should consider thesurroundings and the resources conditions that the policy will face up duringthe period of urbanization and the household registering system reform,should also let the public participate the decision-making, should demonstratecarefully, and should try to avoid bureaucracy, so that assure thereasonableness and feasibility of the policy.Only if the decision-makers fullyconsider the relative interest groups′s attitude and their gain and lose,especially know how to avoid too much lose of their benefits caused by thenew reform, the public policy that may meet the needs of the general publicand be acceptable will come into effect.
