Under the inside and outside pressures of agriculture negotiations in WTO Doha Round, European Union appeared the new Common Agricultural Policy (CAP), United States appeared the new agricultural law—The Farm Security and Rural Investment Act in 2002 (FSRIA). They aimed at fundamental reforms to the agricultural subsidies, changed past agricultural subsidies which on the basis of produces. The new agricultural subsidies were on the basis of farmer obtained and so on. Comparative analysis research on these agricultural subsidies under CAP and FSRIA has important theory significance to agricultural subsidies reform in China.This paper first introduces reforms course related agricultural subsidies of CAP and FSRIA , reviews formation and the development processes of CAP and FSRIA, expounds new goals, principles and movement mechanisms of them and so on. The second and third part prompt similarities and differences of agricultural subsidies under CAP and FSRIA through comparative research. The similarities manifest in: the total subsidies amounts have violated commitments of agricultural subsidies reduction in WTO;the widespread subsidies scopes;the establishments of subsidizes policies projects and the legal systems to guarantee the subsidizes project managements;the consummation of necessary village development policies. The differences exist on supplies control , surplus productprocessing, export subsidies and customs duties-, customs duty quotas. The fourth part analyzes the possible positive and negative influences of reforms in agricultural subsidies under CAP and FSRIA emphatically, and discusses development trends of CAP and FSRIA. Unifies the character of agriculture subsidies in our country, the article proposes profits from CAP and FSRIA reform experiences, put forward some proposals to our country in the fifth part. The article finally talks about the approaches that the developing nations should adopt and the strategy they may refer in WTO new round negotiations.
