Reservoir resettlement is an important part in the water conservancy project, successful programming and actualizing are relative to the construction and benefit exertion of the water conservancy project, furthermore, it has relation to civil economic development and social stabilization. Now, poverty problems exist in the reservoir resettlement prevalently, and it is necessary to do in-depth research on the poverty reason and solving method.Firstly, author introduced reservoir resettlement status both here and abroad, then, sum up the successful experience and existent problems for several decades of our reservoir resettlement, and then, the concept of resettlement invisible loss was brought forward, and its components and characteristic were analyzed. The theoretical and realistic sense to do research on the resettlement invisible loss was also analyzed. Quantitative analysis was carried out for the settlement invisible loss.Existing compensation standard was just taking into account the corporeal loss, while the invisible loss was not considered, which caused compensation standard on the low side. Author considered that the primary reason why resettlement life could not resume was invisible loss wasn' t be compensated, and the point view that resettlement invisible loss was needed to be compensated relevantly was brought forward.In the course of economy evaluation for the resettlement project, expense analysis was unreasonable on account of compensation standard on the low side, which caused the evaluation conclusion inaccurate. Author established mathematics model between invisible loss and benefit-cost ratio, then demonstrated that invisible loss influenced the economy evaluation conclusion a lot. Finally, the point of view that invisible loss was needed to be calculated in the compensation area was demonstrated using a mathematic example.Lastly, author also probed into how to obtain the resettlement compensation financing and how to dominate the compensation financing in the circs of not adding evening supporting financing. In this way, the resettlement invisible loss could be compensated ultimately.
