Government Performance Evaluation of government management and effective tool for government work, for improving the management and promotion of administrative acts to change the way the government plays a very important role. Values is that the government acts as a community organization for their actions determine the basic values of the ultimate goal, values and interests of recognized options. As a meta-evaluation of government performance proposition, value orientation in a certain sense decisions and restricting the direction and the entire assessment process. Performance Evaluation of the value orientation of the government there are many problems, the current government performance and more focused on economic efficiency, ignoring the broad public administration should bear the social responsibility. Therefore, values from Western countries, a clear assessment of government performance target selection and construction of a scientific and rational system of performance appraisal values on China's administrative reform and public management theory and practice is of great significance.The first part of this text to choose a background and meaning is described, induces and analyzes the domestic and foreign scholars for the government performance appraisal value orientation of research results; put forward this research method and thinking and innovative points.
