Government department performance evaluation had occurred more than half a century, how to examine, use and enhance it, that's a systematized project. This paper deeply discussed the value orientation of performance evaluation in government department from the academic and practical aspects. That's means what's the initial guidance and value orientation during carrying on government performance evaluation.Value orientation take as the ultimate proposition in the government department performance evaluation, it decided and restricted the direction and process of government department performance evaluation in some aspects, only establishment the correct value guidance enable the question has a scientific solution, this also is the main motive and the elaboration core idea to be the topic for this paper.In the base of systematic and theoretically expound the development of the Performance evaluation, firstly, it expatiated on the relationship between government function and government performance evaluation, in order to induct the present situation and existing question in the government performance evaluation. The relationship between them directly influenced the establishment of value orientation of present government performance evaluation. Secondly, in the third chapter, the author has demonstrated the value orientation of government performance evaluation from value aspect, and analyzed the function, distortion, cause of the value orientation. Finally, it made a conclusion for government performance evaluation of our country, that is establishing consider the people first, equity, justice, democracy, effective, comprehensive, harmonious, scientific development value orientation.
