Research On Government Management Reform In The Process Of Industrial Upgrade

Since the reform and opening up,Guangdong Province has gradually formed a distinctive industrial cluster with cities and towns as administrative units.We call it"professional towns".Professional towns have become the main force driving local economic development We will promote an effective model of industrialization and urbanization,promote regional economic development and growth,and enhance regional competitiveness.The professional town is located in the special town administrative territorial entity,the town government plays the vital special role,the government effectively displays the economic management function,the conformity optimization disposition resources,carries on the industrial management reform timely,it is the key to promote the economic development of the special town and establish a good order.It is also the important embodiment of the governance ability and effectiveness of the town government.With the full play of the role of the market economy system,industrial upgrading urgently requires the government to create a fair and just development environment and provide public services and facilities to enable it to fully develop its potential.This thesis expounds the relevant theories of the professional town,the industrial cluster,the local government and the function,and combines the theory with the practice,taking the typical professional town—Zhongtang,Dongguan as an example Analysis of Zhongtang Town,management practices in promoting the development of the paper industry at various stages This paper analyzes the main problems existing in the promotion of industrial upgrading of specialized towns by local governments,such as the unclear orientation of government functions,the restriction of industrial upgrading by administrative system,the inconsistency of industrial policy guidance of governments at all levels,the inactivation of innovation subjects and resources,the inadequacy of government public services,etc.This thesis sums up and draws lessons from the experience of typical industrial clusters and industrial management of professional towns at home and abroad The town government should strengthen policy adjustment,public service and environment construction.In view of the existing problems,this paper puts forward that:Local Government should change the development concept,deepen the reform of administrative management system,make long-term planning and Industrial Policy Scientifically;We will fully integrate and utilize innovation resources and rely on scientific and technological innovation to promote industrial upgrading;improve the public service system to meet the common needs of industrial upgrading;improve and optimize the environment for industrial upgrading and make overall plans to expand the space for development Only through upgrading can enterprises and industries achieve long-term development and practice the five development concepts of innovation,coordination,green,openness and sharing We will build a modern industrial system featuring advanced equipment,clean production,coordinated development,sustained growth,circular economy,a sound chain and orderly competition.It is hoped to provide useful reference for the development of professional towns in Guangdong and other regions.
