Our country is in the current economic and social transformation of an important period, this is a more profound and complicating the reform to develop new stage.As China's socialist market economic system and democratic politics to deepen the continuous progress in the administration of some deep-rooted contradictions and gradually appear, these issues must be faced in further deepening the reform but must be properly addressed. The Government transformation is a breakthrough in administrative reform, there must be a high-quality civil service as a safeguard. The paper on the transformation of the current situation of our government are discussed, pointing out that compared with Western nations, China's civil service system was established late, far from the point of maturity, with the government human resource management transition on the Civil Service compared to the high demand, China's civil service human resource management there are many in need of reform of the office.In order to explore the process of transformation of China's government human resources management reform laws, this paper chose to analyze Wuhai for the city's goal of government transformation, through questionnaires on the city's public sector human resources diagnosis. The main problems are:organization and personnel functions of the department need not change, the training of public sector human resource development is still a bottleneck, the civil service examination system needs to be adjusted, incentives, inadequate, the pressure on the inadequate attention given to civil servants.Diagnosed according to human resources issues, this paper proposes a transformation of the municipal government to promote Wuhai public sector human resource management principles and strategies. Public sector human resource management is to uphold the principles of a strategic, systematic, scientific, focused and inspiring. Wuhai city government to promote transformation of public sector human resource management strategies are:to introduce and strategies that match the public sector human resource management; greatly enhance the quality of construction; to improve performance evaluation and management; to establish and improve the incentive mechanism; attention to pressure on the civil service to divert and management.
