Government office is a primary department of the government and a service-oriented agency for government administration. In history, government office is a result of division of labor in society, means of strengthening centralized feudal monarchy and a service provider for modern government administration. Compared with European and American government agencies and Japanese government management tradition, Chinese government office is of great prominence as it is evolved with the development of centralized monarchy and influenced by Chinese traditional culture. At the same time, the relations between government office and the government and other social sectors reflects the eight unique characteristics of Chinese government office. These characteristics make government office the general staff, command and pivot for government work and set an example for other government agencies.After opening up of over thirty years, China is transforming from a survival-oriented society to a development-oriented one, which imposes two challenges on the traditional control-oriented government:one is the challenge of market, industrialization, internationalization, infomationization and urbanization; the other is the challenge of lagged social management and public governance. These challenges raise new requirements on government administration and government needs to transform to a creativity-oriented and service-oriented one. As reform and transformation are means of innovation, the building of service-oriented government needs to be boosted by innovation and display the ten characteristics of an innovation-oriented government. Meanwhile, it is needed to pay attention to the extent of innovation to avoid that innovation becoming a mere formality. Against the background of the transformation of society and government management and as a service-oriented agency, government office faces the challenge of insufficient function, the advocating of democracy and standardization. As a result, it is needed to strengthen strategy management, define the orientation and function, and adjust the initiative of the work of government office under the new circumstances. Government office should grasp the concept of government transformation in a comprehensive and most profound way, translate the concept of government transformation into action and promote and take charge of government transformation.To this end, it is needed to adjust the existing performance management system and accelerate the building of a new performance evaluation mechanism that goes with the characteristics of the work of government office; it is also needed to adopt this new mechanism into daily work, evaluate the work of staff in a fair, just and scientific way, highlight work performance and display the role of this mechanism in boost the initiative of staff and foster a sound environment in government office; it is needed to strengthen human resources management, abandon the practice of ignoring cultivation of staff, help young people make their occupation plan and strengthen learning and training so that they can inherit the good work style of government office, serve the government governance and fully grasp the essence of governing a country; it is needed to boost the implementation of democratic management system within government office, encourage individual’s participation and innovation, convey the democratic working style of leaders through the democracy atmosphere of government office so as to boost democracy in other government agencies and eventually the democratic process of the whole society; it is needed to build a democratic and responsible government image that encourages social participation and responds quickly to social needs, accelerate the pace of building a service-oriented government and foster a new situation of social management.
