| Civil Service Law, which was passed in 2005, has made the construction of system of civil servants'encouragement from the level of law and regulation to the level of law. It has played an important role in the management of our civil servants and produced positive effects. However, the inadequacy of theoretical research is unfavorable to further perfection of system of civil servants'encouragement. The article is divided four chapters to probe tentatively the system of civil servants'encouragement in China on the basis of combining theory with practice. The first two parts focuses on the theoretic analysis of system of civil servants'encouragement in China, while the other two the practical research. The first chapter is about theoretical differentiation and analysis of civil servants'encouragement. It analyzes the concept of civil servants encouragement, and differentiates civil servants'encouragement from other encouragements; and classifies it from different angles and probes its theoretic basis. The second chapter is about the basic principles of civil servants'encouragement in China, namely the principle of rule of law, equality, openness, contribution, being in time and actual effect, and combining material with spiritual encouragement. The third chapter is about the conferring of civil servants'encouragement in China which probes from motioned perspective, analyzes the status quo of conferring of current civil servants'encouragement, points out all kinds of existing deficiencies and provides perfect opinions and suggestions directly, mainly including the subject, terms, procedure, social supervision of conferring of civil servants'encouragement. The fourth chapter is about the relief of civil servants'encouragement in China. Based on the stance of civil servants'unjust treatment during the process of conferring, it analyzes the methods of relief when illegal conferring takes place, including probing, setting up and result of relief of current encouragement. |
