In recent years, with the extensive implementation of the recruitment exams of civil servants, a large amount of post-80s young adults joined the civil service system, forming a major portion of the various levels of Chinese government officials. As the new blood of the system, the post-80s civil servants shall fulfill their public management obligations under public supervision, while at the same time being unique in valuing fairness, believing in personal value and thinking independently. Therefore the management of the above group is considered more complicate than others. Encouragement is an important part of management, while at the same time is a substantial part of civil service system. Applicable encouragement mechanism of civil servants may directly affect the enthusiasm of civil servants and the efficiency of the government. Nowadays, government at all levels have made great efforts in improving the encouragement mechanism, which has achieved favorable results. However, current encouragement mechanism is designed for the whole civil servants body, which ignored the specialties of civil servants at different levels, especially the post-80s civil servants. Therefore, various problems emerged in practical management which affected the mechanism. And how to manage post-80s civil servants become the focus of research for government at all levels.Taking post-80s civil servants as its research object, this paper introduced the theory and method of encouragement mechanism to the field of public administration, in order to understand and analyze the post-80s civil servants’working conditions and mental desire through data collection and questionnaire survey. The result indicates that post-80s civil servants pay more attention to salary and social benefits, fairness of promotion, opportunity of training and further study, chance to show personal capability and reasonable supervision and punishment mechanism. Based on the analysis on the post-80s encouragement issues, this paper indicates the problem of the mechanism and its reasons, and proposes the following suggestion on management. Firstly, the post-80s encouragement mechanism should be people-oriented, fair and specifically designed for post-80s civil servants. Secondly, the post-80s encouragement mechanism should be reinforced from the respect of assessment, payment, promotion, award and punishment. Thirdly, the political environment, economic environment and cultural environment should be improved. Last, multiple ways of encouragement should be adopted to provide applicable suggestions to make the post-80s civil servants motivated, in order to improve the government’s working efficiency and civil servants ’overall quality。...
