Incentive is the significant content of organization of Human Resource Management.With the progress of society,the development of economy and the innovation of people's ideas,its importance is become increasingly prominent.To some extent,the improvement of incentive level of an organization determines its overall management level.Discipline Inspection and Supervision of Civil servants at County level,as an important component of the grass-roots civil service,is full-time cadre who implements the supervision of the Party rules and regulations of the Party discipline in the Y county,dedicated cadre who punishes and prevents corruption.They shoulder the important task of maintaining party discipline and government discipline in the economy and society at the grass-roots level and play a vital role in the construction of clean grass-roots party and the government.The efficiency of the incentive mechanism has a direct impact on the enthusiasm and efficiency of grass-roots civil servants and then affect the improvement of the work efficiency of the grass-roots party and government system as well as Party style and clean government.However,it is also found that because of the supervision and discipline work are thankless jobs while the current incentive mechanism of the county-level discipline inspection and supervision civil service is only a general incentive to conduct rewards and punishments in accordance with the Civil Service Law,the malpractice gradually appears in implementation,for instance,low salary,slow promotion,as well few rewards and so on.As a result,the work passion of county-level discipline inspection and supervision of civil servants wanes.Meetings and reports of the Communist Party of China(CPC)put forward that it is necessary to deepen the reform of the administrative system and the reform of the cadre and personnel system to build a high-quality governing backbone team so that it needs to set up an incentive mechanism based on the characteristics of the Y county-level discipline inspection and supervision of the civil servants.In order to perfect the incentive mechanism of discipline inspection and supervision civil servants in Y county,this paper carried out an in-depth investigation and research on the incentive of discipline inspection and supervision of civil servants in Y County.Based on Hertzberg's theory of two factors,starting from the necessity and feasibility of discipline inspection and supervision of the incentive mechanism for civil servants,by applying the methods of literature research,questionnaire survey,interview survey and so on,this paper probes into the optimization and perfection of the incentive of discipline inspection and supervision civil servants in Y county.The questionmechanism naire and interview contents are designed around the Health Care factors and incentive factors of the incentive Mechanism of discipline Inspection and Supervision Civil servants in Y County at present.The questionnaire survey is conducted by random sampling.A total of 167 questionnaires are sent out in the organs of the discipline Inspection Commission of the county and the discipline inspection monitoring team of the county and 21 discipline and inspection Commission of township and urban sub-districts and 165 valid questionnaires are collected.The interview and investigation select 20 civil servants from organs of the supervisory commission of the discipline inspection commission,the discipline inspection monitoring team of the county and 21 discipline and inspection Commission of township and urban sub-districts,respectively.The above investigation and research basically reflect the incentive status of discipline inspection and supervision system in Y County,finds out the problems affecting the enthusiasm of Y county discipline inspection and civil servants,and puts forward some countermeasures for perfecting the incentive mechanism of discipline inspection and supervision of civil servants in Y County.It not only provides guidance for the incentive practice of discipline inspection and supervision civil servants in Y county,but also enriches the incentive theory of discipline inspection and supervision civil servants at the grass-roots level.This paper is divided into six parts.The introduction part mainly summarizes the reasons for the topic selection,research significance and value,literature review,research methods,the structure of the paper and the innovation and deficiency of the paper.The first chapter is the definition of related concepts and the theoretical basis,including discipline inspection,supervision and duties,definition of related concepts of incentive mechanism,the connotation of two-factor theory,and the importance of perfecting the incentive mechanism of discipline inspection and supervision civil servants in Y county based on two-factor theory.The second chapter is to study the incentive status of discipline inspection and supervision civil servants in Y county.By means of in-depth interviews and questionnaires,it gives an analysis of the actual situation of Discipline inspection and supervision of civil servants in the Y county.In the third chapter,the problems existing in the incentive mechanism of discipline inspection and supervision of civil servants in Y County are sorted out and refined.From the aspects of health care factors and incentive factors,this chapter points out the problems existing in the current incentive mechanism of discipline inspection and supervision of civil servants in Y county and the causes of the problems.The fourth chapter is about the specific measures to improve discipline inspection and supervision of civil servants in the Y county.Based on the analysis of the problems and causes put forward in the third chapter,the fourth chapter puts forward the policies and suggestions to improve the incentive mechanism from the perspective of two-factor theory.In the fifth chapter,it is the research conclusion and prospect.
