Study On Villages' Self-Government In Contemporary China

Deng Xiao ping say: "if we can not have democracy, we can not have modernization of socialism , democracy and modernization must go forward step by step." However, because villagers' self-government carries through later. It is inevitable confronting many difficult problems. This dissertation will analyze these difficult problems and bring forward countermeasures taking GUCHONG VILLAGE, GUSHI COUNTY, HENAN PROVINCE for instance. The author hopes to help villagers' self -government.Since Organizational Law of Villagers' Self -Government was published, many good investigates were produced by scholastic region. This dissertation expounds elementary problem the contemporary villagers' self -government: characters and function. Its function embodies political civilization of socialism , stabilization and development of country ,reigning capacity of CCP in country and harmonious country, however, contemporary villagers' self-government confronting many puzzles: main problems of and challenges. Its mainly problems are subornation of direct election, dissimilation of government of country and town, irregularity of items of village, "two skins" of two committees. Exterior challenges of the contemporary villagers' self-government are: restricting of exterior system, actuality of democratic consciousness of villager, interference of village's race, apathy of villagers' political participation. Confronting these questions and challenges. Firstly, we should distinguish two committees and differentiate town and village. Secondly, we should develop openly system of village' things. Thirdly, we should accomplish construction of village's spiritual civilization. Fourthly, we should develop villages' economic, finally, we should propel modernization of village' politics. This dissertation thinks that Chinese villagers' self-government may develop in every detail.
