With the advancement of technology and society, the impact of new technologies has beenchanging human society aggressively, cloud computing is one of the greatest technologicalinnovations to dramatically change modern social landscape. Cloud computing can bringfundamental change to IT systems just like the revolutionary impact taken by the widespread ofelectricity for daily life. Also it brings low-cost, fast, efficiency to government and enterprises. Socountries around the world respect the applications and wide spread of cloud computing withvigorously support. The impact is many-sided, which includes the new development to the conceptof national sovereignty issue. The concept of national sovereignty has a long history, which keepsstable after to be summed up as national sovereignty, people’s sovereignty etc. by Locke, Rousseauetc.. Also the manifestation of national sovereignty has concerned the territory, territorial watersfor a long time. Characterized by the combined effect of large-scale data distribution andprocessing, information sovereignty, as a new form of national sovereignty emerges. It representsthe country’s own national interests for ownership in extending from land, ocean to the field ofvirtual data. It is worthy of talking about this issue.In this paper, the new development of concept of national sovereignty caused by cloud computingis discussed. Firstly, the origin, development, characteristics, the reason which will bring hugechanges in modern society of cloud computing is introduced. Support policies by some of themajor countries in the world are enumerated. Secondly, history, significance, development andtheory of the concept of national sovereignty are discussed. And then, it’s to introduce the conceptof information sovereignty for impact to the development of national sovereignty taken by cloudcomputing. Differences between the information sovereignty and traditional forms of sovereigntyare also talked just as the importance to countries. Last but not the least, cloud computing disputebetween the U.S. and Europe is discussed as to emphasize the urgent need to protect theinformation sovereignty. Some suggestions about protecting the information sovereignty are putforward.
