| In recent years,as the concept of service-oriented government governance gradually attracts attention,the role pressure perceived by civil servants is increasing.On the one hand,the role requirements of civil servants are not limited to the completion of relevant administrative affairs,but also put forward in other aspects beyond the moral level.Therefore,in the process of daily work,civil servants will have some role pressure,such as unclear work role cognition,professional conflict with professional and non-professional role,and overloaded work content and non-work content.On the other hand,due to the trivial daily work of grassroots civil servants,the government’s strict regulations on public officials,and the reform of the selection and appointment system,many grassroots civil servants are under double pressure due to the implementation of competition and accountability systems.Most civil servants will take some negative behaviors to relieve the pressure of their roles.The occurrence of such problems has become a common phenomenon in the work process of grassroots civil servants,and the impact on the government is negative.Therefore,how to alleviate the negative impact of the negative behavior of grassroots civil servants due to the society and their own pressure on the implementation process of government decision-making is a key problem for public sector managers to solve.Based on the theory of self-loss theory and work requirement-resource model,this study introduces psychological security as intermediary variable and error management atmosphere as adjustment variable,discusses the influence of role pressure on individual negative behavior,and explores the function mechanism of role pressure and work withdrawal behavior.This study took civil servants in Heilongjiang province and some parts of Zhejiang provinces as research samples,and statistics were collected through questionnaires,including 409 valid samples.Data statistical analysis were also performed by using SPSS23.0 and AMOS23.0.The results of this study show that the role pressure of grassroots civil servants causes job withdrawal behavior;the relationship between role pressure and work withdrawal behavior is mediated by psychological security;and the error management atmosphere regulates the relationship between role pressure and work withdrawal behavior.By constructing the role pressure influence mechanism model of grass-roots civil servants,it expands the theoretical research on the role pressure of individual perception,working environment and negative work behavior,and provides theoretical support and reference for government departments to carry out effective grass-roots team construction and public management activities. |
