Study On Laws And Legal Systems Of Circular Economy

At present, the development of our economy face a series of challenge: dominated by serious chemical industry, enormous pressure on employment, shortage on resource supply, amount of environmental pollution increasing. Two big bottlenecks: resource and environment appear suddenly, and become the obstacle that will hold back our country realize rich. So seeking brand-new mode to realize economy and environment's harmonious development become the urgent affairs.Circular Economy, the model of economic development , utilizing resources and protecting the environment to the maximum extent, is the best way of our time to solve continuable development problem .it is also the requirement of our country economy that develop into certain objective of stage. It can reduce resource consuming and wastes discharging to the maximum extent by technological transformation in traditional trade, fundamentally change style of economic increase, set up society in which save resource and have friendship with environment. Just as Xie Zhenhua, chief of State General Bureau of Environmental Protection pointed out, develop economy and environmental protection are the unavoidable contradiction of traditional economy, to solve the deep contradiction fundamentally, must realize the transition from traditional economy to recycle economy. This is the strategic choice and common understanding.But the health of circular economy develop, need law and system as guarantee, constructing the legal system of circular economy become an important link of economic development. Though our country have one set relatively intact laws and regulations system in environmental protection , but these laws and regulations either not reflect the idea of development of circular economy, or just stay in a certain moment of circular economy and often lack the effectiveness.
