Research On Compensation Policy Of Three Gorges Rural Immigrant Based On Nanvan And Lingbao Villages Yichang City Hubei Province

The problem of resettlement which caused by the Three Gorges Project more and more cause the attention of our government.. Compensation which closely related to reservoir resettlement is undoubtedly core and key of the immigrants work. And which is also one problem we found through interviewing the resettlement of the Tree Gorges Project at Nanwan and Lingbao village Wujia town YiChang City on March of 2006. This article has main studied rural resettlements' compensation policy on the basis that real diagnosis investigation.The first section of this article has focused on the introduction of the genesis and proposed the supposition, has evaluated its present domestic researches, has elaborated the research theory preparation, finally summarized this article structure arrangement and the main innovation spots. This article find the contradiction that the effectiveness of compensation policy is very lower which was assessde "good" policy through rural resettlements' appraisal: Central government compensation policy is good, but its implementation is bad. Thus three assumptions are advanced. One is that the rural resettlement compensation policy is reasonable and the rural resettlement could obtain the advantage from it. The second is that if the implementation is according to the compensation policy, the appraisal of rural resettlements will be good. The third is that the reason of why the implementation of compensation policy is bad had many, and we can improve its effectiveness through improve the policy. The second section of this article has analyzed the countryside resettlement compensation policy of the Three Gorges Project. And summarized reviews the basic principle of the Three Gorges Project rural resettlement compensation policy, the content, the investment constitutes and compensates the standard, as well as afterwards prop policy. The third section assesses the implementation of rural resettlement compensation policy and analyzes the problems which existed in the policy. Include that the regulation is non- concrete:, lower operational;the standard of compensates to be somewhat low, the time lag which compensates;And the last section proposes the suggestion.The innovation for the article mainly in two aspects: On the one hand this articlespecially studies the problem of the rural resettlement compensation policy;On the other hand this article has paid attention to the problem which exists in the policy formulation, and propose the pointed suggestions about how to enable the policy to obtain a more effective execution.
