Citizen participation is an important condition to ensure scientific and democraticpublic policy-making and it is also a significant indicator for political democracy andsocial civilization. In addition, it is a basic means for citizens to affect public policies andparticipate in national governance.Citizen participation is essential in the public policy-making. Citizen participationcan ensure the legitimacy, scientificity, and democracy of public policies and it can alsobe beneficial to the implementation of the public policies and can boost the developmentof the democratic politics as well as lift the quality of the public service. From a globalperspective, in pace with the new development in public politics, more and moreattention has been put into the citizen’s benefit and political right and citizenparticipation is gradually widened in terms of means and areas. With the development ofthe information technology, traditional means of citizen participation such as hearing,voting and petition have been expanded, that is, participating the public policy byelectronic information.By analyzing the necessity, the ways and the main method of the citizen participation inpublic policy-making, as well as the status quo and existing problems, this dissertationproposes that citizen participation in public policy-making should be improved by thegovernment to widen the channel and ways so as to cultivate modern citizenconsciousness, the democratic spirit and the rule of law, as well as to improve the process,the level, and legal protection of citizen participation, so the fundamental interest of thecitizen can be better realized.
