Research On Ruling Environment Of The CPC On The New Period

Generally speaking, ruling environment is the summation of all the objective factors or conditions which are directly or indirectly affect the ranking official, namely the international or national circumstances that the ranking official lived, sometimes includes the situation inner the party. In other words: current world situation, the situation of a country, the situation of a party and their changes. Look back the historical process of the "ruling environment" theory bringing forward, we can see that the leaders of the party always pay regard to the changes of the ruling environment. Indeed, the time that the "ruling environment " theory proposed is exactly on the August 22nd,2004, from the speech of the ceremony marks Comrade Deng Xiaoping 100 years' birthday made by the forth era leader, Hu Jingtao.
