A Systematic Research On Ruling Environment Of The CPC On The New Period

Ruling environment is to study dialectical relationship between the"ruling"(subjective) and"environment"(objective) ,that is, how"environment"(the object)decides the"ruling", as well as how"ruling"constraints and affects the"environment, meanwhile, the two are united in the practice of governing. Governing refers to the relationship between the ruling (ruling party), power objects (people), and the environment, which means that power is a combination between ruling party, ruling objective and ruling environments. The ruling power is a kind of practice coming from the reaction of ruling subjective and ruling objective's standard to ruling environment. Rulers play their roles in the ruling environment through their output (ruling ideas and ruling strategies.) and get some feedback from their input to those who are governed. During this dynamic process of repeated output, feedback, input and output, ruling environment is improved step by step, those who are governed are becoming more and more satisfied, and also ruling party's governing ability are also improved to a further degree. The relationship between ruling party, ruling environments and ruling objective is dialectical unity. Ruling environment is the basis for ruling. The study of ruling environment is significant for the rational understanding of ruling environment, the improvement of ruling ability. In addition to this, it will also deepen ruling party's understanding on the rules of humans'development, the rules about the construction of socialism, and the rules of ruling party's ruling.The Article includes four parts. The first part"introduction"is a presentation of the significance of the present study and some related literature review. The second part is an elucidation of related theories of ruling environments. Ruling environment refers to all kinds of visible, invisible, material, and mental factors coming from communists'leading of people to be the master of the country and to maintain people's interests IT mainly includes the external and internal environments, the inner environment of the ruling party, and the ruling objective's environment. These three factors are dialectical unity. The third part is an analysis of communists'ruling environment, which includes the deep analysis of ruling party's ruling environment, ruling objective's ruling environment and the inner systematic environments of the ruling party. The fourth part is measures to improve and purify ruling environment. Based on the analysis of ruling party, ruling objective, ruling environment, some suggestions are provided to purify the external and internal environments of the ruling party, the inner systematic environments of the ruling party and the ruled situation of the ruling objective.
