Since the 1970s, with the household contract responsibility system remuneration linked to production and the people's commune withdrawn, the villager self-government have been appearance and development, which promotes the development of politic, economy and culture of rural, and improves villagers democratic consciousness, participation consciousness. However, it had also brought problems. These problems have different behaviors in different villages. That discussing the strengthens and weakness about villager self-government can not resolve problems, we must go deep into the villages explore the pertinence between the villager self-government system and political resources of villages, village collective economic conditions, the villagers reputation, the clan concept to understand the process of villager self-government and to see the social base behind the system. This text based on Wanbei D village, starts from the historical resources, with focus on the internal and external political resources, economic resources and social resources. Under the background of the national power—social structure, we bring the study of resource into the framework of vi 1 lager self-government and into the modernization process of development. Build up utilizing and integrating rural resources, mobi 1 izing the vi 1 lagers' democracy and promot ing the development of rural grassroots democracy governance model.
