A responsible government is an inevitable tendency of the development of Democracy. It is not an abstract concept and must be executed by people, especially the administrative leaders who possess great power. Therefore, it can become a breakthrough and an effective way to build a responsible government by instituting an accountability system pivoted on them.The thesis is followed by the framework of political analysis of Robert A. Darl. In Chapter 1, several concepts about the accountability system are analyzed at first. The thesis emphasizes particularly on the accountability of the administrators, which means that the corresponding duty investigated by every kind of the accountability subject. Furthermore, the thesis advances the matrix of the levels and directions of responsibility creatively. The study scope of this thesis is to discuss the accountability of administrative leaders, and it's significant to institute this system in many respects, such as the political system, administrative system, administrative leaders, culture, social order and so forth.The Principle and Agency Theory, Administrative Ethic Responsibility Theory and the Game Theory provide the theoretical basement for the administrative accountability system. The first theory explicates the people-government and the politician-bureaucrat relationships from the Popular Sovereign, and proves the rationality of the system. The second theory advances the main content and the ways of administrative responsibility, and provides the theoretical preparation. The third theory deduces the clear way of individual choice in the hypothesis of equal parties and the rational agent, and provides the analytical tool for the study of the administrative leaders' choice in different situations.We compare the choice models of different political systems from the empirical angle in Chapter 3. First, we choose the case of the elector recall the Governor of the States of separation of powers and of the Financial Secretary of Hong Kong of the Principal Officials Accountability System, and summarize the point of the statue on accountability developed in the Storm of accountability. On this base, we choose a lot of view to compare them. And we analyze the real personal choice of the leaders.A ripe accountability system is described in Chapter 4. It is certainly that there is no model that can apply to all political system, and the specialties are considered. The ideal model concludes the subjects and process as accounting, the subjects and contents of the responsibility and so forth. These objects are guidable but not applicable. The thesis advances the coordination of the subjects and the develop stage of the accountability.The utilizable resources and the present problem and obstacles are analyzed in Chapter 5, and the feasible way to implement the system. There are many precious resources availed to the system, such as the value ethics tradition, the long history of supervision, the strategy of reform and opening-up and so forth, whereas there are lots of problem and obstacles. The thesis advances several suggestions in the aspects of the accountability system, cored subject and operation mechanism.Scholars are still disputing the system applied in China now. The last part of the thesis is to react to the impugnation to the system, which including that whether the system deviates from the deregulate government model, whether the system of selecting cadres of China is favorable to the realize the system or not, whether the status of the NPC can ensure the effectiveness of the system, whether the initiative of the administrative leaders is fettered by the system.
